Does my product need NPRA registration?
Not always. In Malaysia, products in pharmaceutical forms such as capsules and tablets are usually health supplements registered with the National Pharmaceutical Regulatory Agency (NPRA). Ready-to-drink beverages and ordinary food forms are usually food, covered by the Food Regulations 1985. If a product sits between the two, NPRA and the Food Safety and Quality Division (FSQD) can classify it for you.
The two main routes
| Point | Health supplement | Food |
|---|---|---|
| Typical forms | Capsules, tablets, powders and liquids in small unit doses | Ready-to-drink beverages, gummies, drink mixes, foods |
| Regulator | NPRA | Food Safety and Quality Division (FSQD), Ministry of Health |
| Before sale | Product registration with an MAL number | Label must comply with the Food Regulations 1985 |
| Advertising | Claims need Medicine Advertisements Board approval | No disease claims |
This is a summary of the guidance, not legal advice. The exact route depends on your product, its ingredients, its form and what it claims.
When it is not clear
Some products sit on the line, for example drops added to drinks. NPRA and FSQD classify these "food-drug interphase" products. The NPRA guideline lists a classification service that takes around 7 to 14 working days.
What neither route allows
Whichever route applies, a product cannot be advertised with disease claims. Malaysian law bans advertising any product for the 20 diseases listed in the schedule of the Medicines (Advertisement and Sale) Act 1956.
Our own example
Athedrop, our liquid drop, is labelled as a botanical turmeric drink mix under the Food Regulations 1985. We submitted its label to the Food Safety and Quality Division, which raised no objection for the local market in July 2023. A label review is not a product classification: if your product sits on the line, ask NPRA and FSQD to classify it before you launch.
